Under the correct leadership of CPC Central Committee and State Council, in accordance with the scientific concept of development and building a harmonious socialist society, by further intensify the work of employment, as well as improving the social security system construction, promote a harmonious and stable labor relations, earnestly safeguard the legitimate rights and interests of laborers, and strengthening legal construction and infrastructure of labor and social security, the labor and social security development achieved remarkable results in 2007.
I. Labor and Employment
National employment at year-end stood at 769.90 million persons, a year-on-year rise of 5.90 million persons. Of the total, the employment in primary industry reached 314.44 million persons, accounted for 40.8 percent of national employment; that of secondary industry stood at 206.29 million persons, occupied 26.8 percent; that of tertiary industry arrived at 249.17 million persons, occupied 32.4 percent. The employment at year-end in urban areas valued at 293.50 million persons, increased 10.40 million persons, year-on-year. Of which, the employment at year-end in urban units accounting for 120.24 million persons, rose by 3.11 million persons. The employment at year-end in private enterprises stood at 78.91 million persons, a rise of 9.24 million persons, year-on-year. The staff and workers in urban units at year-end standing at 114.27 million persons, grew 2.66 million persons, year-on-year.
The new employment in urban areas was 12.04 million persons, 5.15 million laid-off and unemployed workers had found new jobs, of which, 1.53 million so-called "4050" persons which have difficulty in employment are re-employed. The urban registered unemployed persons totaled 8.30 million, and registered urban unemployment rate was 4.0 percent. The reform of incorporating the basic life support for laid-off workers in the state-owned enterprises into the unemployment insurance has basically completed. At the end of 2007, 869 thousand households so-called “Zero Employment Families” achieved at least one person per household employment, accounting for 99.9 percent of the total.
The national total number of employment agencies at year-end was 37,897, expanding 447 units as compared with last year-end. Of the total, public employment agencies amounted to 24,806 units. The annual successful cases by public employment agencies were 19.81 million persons, an increase of 7.4 percent, year-on-year.
The total of technical schools at year-end standing at 2,995 units, the number of students totaled at 3.67 million persons, grew by 460 thousand persons, year-on-year. The technical schools socially oriented training accounted for 3.81 million persons, a year-on-year increase of 12.7 percent. The total number of vocational/technical training institutions accounted for 3,173 units, the non-governmental training institutions stood at 21,811 units, totaled oriented training hit 1,960 million persons, rising 5.5 percent, year-on-year. A total of 6.43 million unemployed persons and laid-off workers attended reemployed training; 640 thousand persons attended entrepreneurship training.
The total number of national vocational skills accreditation bodies topped 7,794 units; the vocational and technical appraisers amounted to 158 thousand persons. A total of 12.23 million persons took part in the vocational skills accreditation, jumping 3.5 percent, year-on-year. Total of 9.96 million persons obtained varying levels vocational qualification certificates, with an increase of 7.6 percent as compared with previous year. Of the total, the number of 321 thousand persons obtained technician, senior technician occupational qualification, up by 250 thousand persons, with a rise of 8.4 percent, year-on-year.
At the end of 2007, the total number of 500 overseas employment agencies in China, through those agencies in Hong Kong SAR, Macao SAR, Taiwan, and foreign countries were still a total of 105 thousand persons in employment, of which, 650 thousand persons went abroad in 2007. A total of 210 thousand foreigners with working permits in China; for Taiwan, Hong Kong and Macau employment working permits in the Mainland of China accounted for 830 thousand persons.
II. Social Insurance
Constantly improve on the social security system, social insurance coverage continues to expand, the number of participants and fund scope continued to grow. Number of people participated in basic pension insurance, basic medical care insurance, work injury insurance, and maternity insurance at the year-end reached 13 million, the persons participated in basic pension insurance and basic medical care insurance respectively reached 0.2 billion. The revenue and expenses of social insurance fund stood at 1,081.2 and 788.8 billion yuan, increase 25.1 and 21.8 percent respectively, year-on-year.
(I) Pension Insurance
The number of persons participated in basic pension insurance in urban areas at year-end amounted to 201.37 million, a rise of 13.71 million persons, year-on-year. Of the total, number of employees and retirees stood at 151.83 and 49.54 million, which rose 10.52 and 3.19 million persons respectively, year-on-year. The number of migrant workers participated in basic pension insurance hit 18.46 million, expanding 4.29 million persons, year-on-year. The number of enterprises participated in basic pension insurance grew to 182.35 million, rose by 13.78 million persons, year-on-year.
The treatment on basic pensions for enterprise retirees improved, and all in full payment on schedule. The number of retirees brought into the community management valued at 31.36 million, account for 71.2 percent, a year-on-year rise of 2.4 percentage points, year-on-year.
The revenue of basic pension insurance fund topped 783.4 billion yuan, up by 24.2 percent. Of which, collection of income totaled 649.4 billion yuan, grew 24.5 percent. Financial subsidies at all levels of basic pension insurance fund standing at 115.7 billion yuan. The total expenses of fund topped 596.5 billion yuan, up by 21.8 percent. The accumulated basic pension insurance fund at year-end accounted for 739.1 billion yuan.
There were eleven pilot provinces such as Liaoning, Jilin, Heilongjiang, Tianjin, Shanxi, Shanghai, Shandong, Henan, Hubei, Hunan, and Xinjiang gained the accumulative basic pension insurance personal accounts fund amounted to 78.6 billion yuan.
Totaled 320 thousand enterprises established enterprise annuities at the year-end, which covered 9.29 million employees. The accumulated balance of enterprises annuities standing at 151.9 billion yuan.
The number of persons participated in rural basic pension insurance at the year-end valued at 51.71 million, topped 3.92 million peasants received the pensions, grew 370 thousand persons as compared with a year ago, amounted to 4.0 billion yuan for the pension insurance expenses. The accumulated basic pension insurance fund balance in rural area totaled 41.2 billion yuan.
(II) Medical Care Insurance
Population covered in basic medical care insurance in urban areas accounted for 223.11 million persons, expanded 65.79 million persons, year-on-year. Of the total, employees in urban areas stood at 180.20 million persons, increased 22.88 million persons; that of urban residents grew to 42.91 million persons. In the number of participants in basic medical care insurance, participated employees and retirees topped 134.20 and 46 million persons, went up 18.40 and 4.48 million persons respectively. The migrant workers participated in medical care insurance arrived at 31.31 million persons, a year-on-year increase of 7.64 million persons.
The total revenue and expenses of urban basic medical care insurance fund standing at 225.7 and 156.2 billion yuan, climbing 29.2 and 22.3 percent respectively, year-on-year. The accumulative balance of fund stood at 247.7 billion yuan.
(III) Unemployment Insurance
Population covered in the unemployment insurance at the year-end hit 116.45 million persons, increasing 4.58 million persons. Of the total, the participated migrant workers grew to 11.50 million persons. A total of 22 provinces (autonomous regions, municipalities) and Xinjiang Production and Construction Corps adjusted unemployment insurance standards. The number of beneficiaries of unemployment insurance valued at 2.86 million persons, declined 410 thousand persons, year-on-year.
The revenue and expenses of unemployment insurance fund reached 47.2 and 21.8 billion yuan, up by 17.5 and 9.0 percent, year-on-year. The accumulated balance of unemployment insurance fund at the year-end valued at 97.9 billion yuan.
(IV) Work Injury Insurance
Total number of population participated in work injury insurance at year-end arrived at 121.73 million persons, grew by 19.05 million persons, year-on-year. Of which, migrant workers covered in work injury insurance totaled 39.80 million persons, with an increase of 14.43 million persons. A total of 960 thousand persons earned the benefits, a year-on-year increase of 180 thousand persons.
The accumulative revenue and expenses of work injury insurance fund accounting for 16.6 and 8.8 billion yuan, expanding by 35.9 and 28.4 percent respectively. At the end of 2007, the balance of work injury insurance fund standing at 26.2 billion yuan, and reserve fund topped 3.3 billion yuan.
(V) Maternity Insurance
Total number of population participated in maternity insurance hit 77.75 million persons, a year-on-year expanding of 13.16 million persons. A total of 1.13 million persons gained benefits, with a year-on-year surging of 50 thousand persons.
The revenue and expenses of maternity insurance fund accounting for 8.4 and 5.6 billion yuan, rising 34.5 and 48.4 percent as compared with the previous year respectively. The accumulative balance of fund amounted to 12.7 billion yuan.
(VI) Social Insurance Fund Intendance
A total of 30 Provinces Social Security Intendance Committee established at the provincial (autonomous regional, municipal) level, and gradually strengthening fund surveillance, further regulating management of the fund. Promoting the enterprises’ pension fund market management, identified 58 enterprises annuity fund management qualification of 38 agencies at year-end.
III. Labor Relations
The cities above county level have established tripartite coordination mechanism for labor relations, a total of 10,702 tripartite coordination organizations have been established at year-end. Continuing promote the three-year labor contract system to implemented plans to promote the employing units and workers in accordance with the law and to fulfill the signing of labor contracts, the signed rate of labor contracts steadily increased.
The labor dispute arbitration committees at all levels dealed with 500 thousands labor dispute cases, a year-on-year rise of 11.9 percent. Of which, mediation before putting on record valued 150 thousand; that of labor disputes by putting on record amounted to 350 thousand, while involving 650 thousand employees. In the labor disputes cases which has put on record, collective labor dispute cases topped 13 thousand, which involving 270 thousand employees. The claim settlement rate of labor disputes cases after put on record was 92.3 percent.
76 separate secondary lines of business from core business turn secondary lines into independent companies’ projects have been audited and approved, which involved 5,200 restructuring units, and diverted 864 thousand placement persons.
IV. Wage Distribution
The annual average wages of fully employed staff and workers in urban units amounted to 24,932 yuan, a year-on-year jumping of 18.7 percent, after deducting the price factor, a real increasing of 13.6 percent. The annual average wage of fully employed staff and workers in state-owned units reached 26,620 yuan; that of in urban collective-owned units valued at 15,595 yuan; that of in other ownership units totaled 24,058 yuan. The daily average wages of fully employed staff and workers in urban units was 99.31 yuan, went up 15.65 yuan. There were 29 provinces (autonomous regions, municipalities) adjusted the standard of minimum wage in 2007.
V. Labor Security Law and Supervision
The NPC Standing Committee examined and adopted the "Labor Contract Law", "Employment Promotion Law", and “Law of Mediation and Arbitration of Labor Disputes", the State Council promulgated the "Regulation on the Employment of the Disabled" and "Regulations on Paid Annual Leave for Employees". The labor security supervision agencies hit 3,271 at the end of 2007; a rate of labor security supervision organs was 94.2 percent. Labor and social security departments at all levels of Labor and Social Security with full-time ombudsman amounted to 22 thousand.
Nationwide focus on the special inspections such as payment of wages of migrant workers, clean up and rectify the labor market order, labor and employment and training to combat illegal employment, other illegal and criminal activities, and so on, initiatively checked 1.60 million employing units throughout the year, 1.38 million employing units carried though the written examination, investigated and dealed with reported cases of complaints and various labor and social security illegal cases accounted for 4.09 and 4.08 million cases. Through labor security supervision of law enforcement, ordered the employing units resigned the labor contract with 16.26 million workers, charged the employing units reissue the wages amounted to 6.2 billion yuan to 7.91 million laborers, urged the 1.8 million employers made a supplementary payment topped 5.2 billion yuan of social insurance, and 1.1 million employers transacted the social insurance registration and declaration, banned 7,346 illegal occupation agencies, and ordered the employers reimbursed risk mortgages payments valued at 330 million yuan to the laborers.
VI. Infrastructure
In order to effectively promote the development of the cause of labor and social security, and continuously strengthen the institutional capacity and infrastructure construction. The "11th Five-Year Plan" project has successfully launched. At the end of 2007, labor and social security development on the cause of "11th Five-Year Plan" project for determining the urban and rural co-ordinate employment and training, social security service management capacity-building, and capacity-building of labor security services based on the 13 projects of three systems engineering, of the total, 12 projects has established, and basically carried out the funds with a total of about 6.77 billion yuan.
“JinBao Project” construction kept fast pacing with the basic completion of the national system design and planning standards, 32 provinces (autonomous regions, municipalities) and Xinjiang Production and Construction Corps were achieved with the Ministry of Labor and Social Security Networking, 26 provinces, autonomous regions and municipalities realized with all regulated cities networking, 85.6 percent cities above county levels achieved provincial data center networking, city-area network coverage up to 76.5 percent of the managing agency. Totally 32 provinces, autonomous regions and municipalities uploaded 160 million persons participated in basic pension insurance monitoring data to the Ministry of Labor and Social Security, the upload of unemployment insurance and unemployment registration monitoring data was into the implementation phase.
